Eligibility: Who Needs the Mexico FMM?
All international visitors entering Mexico by land must complete the FMM, regardless of whether you need a visa.
This requirement applies to all travelers, including children and infants. Minors need their own FMM document.
Exemptions from the FMM requirement
Some travelers are exempt from completing the FMM, including:
- Travelers arriving in Mexico by air, as they’re registered electronically and do not need to use the paper form
- Temporary or permanent residents of Mexico.
- Cruise passengers staying less than 24 hours at port.
- Travelers in airside transit who don’t formally enter the country.
